I'm pretty sure they're Clogs. I remember Converse bringing out a line of 'specials' around 1999. They also made some Snow Shoes (like those tennis rackets) and Steel Toe-capped sandals too, in case you wanted to let your feet breathe whilst in the factory but didn't want potential toe mashing.
